a) Discussion on the Upcoming Forestry and Wildfire Management Planning with Timeline.
b) Barnstable County/Cape Cod AmeriCorps FY26 Service Year Review and Proposed FY27
Service Year Planning. Misty Niemeyer, AmeriCorps Program Manager.
c) Presentation of the first annual Ripple Effect Award recipients. As part of Cape Cod Clean
Water Week (September 14-19), Barnstable County’s Clean Water Center is presenting three
selected community members to receive The Ripple Effect Award for formal
acknowledgement. This award recognizes individuals who have demonstrated sustained
leadership, commitment, and tangible impact in protecting and improving water quality
across Cape Cod. Brian Baumgaertel, Clean Water Center Director.
d) Update on Barnstable County’s Health Department capabilities for Water Testing and Lab
Services.
e) Discussion of the “Cape’s Carrying Capacity”, the region’s water supply and the Pamet Lens.

8. Commissioners’ Consent Agenda
I. Bid Awards, Grants & Contracts
a) Authorizing execution of the FY27 Public Health Emergency Preparedness grant
contract between the Massachusetts Department of Health Boards, Inc through the
Massachusetts Department of Public Health and Barnstable County, through the Health
Department in the amount of $163,176.00 to fund FY2027 grant activities for Public
Health Emergency Preparedness and the Cape Cod Medical Reserve Corps, as
recommended by the Health Director.
b) Authorizing the acceptance of a donation from the Friends of Children's Cove, Inc. to
Barnstable County for the benefit of Children's Cove in the amount of $25,000 to fund
pre-development due diligence activities for Children's Cove regarding a prospective
capital project as recommended by the Director of Children's Cove.
c) Authorizing the approval of an Amazon gift card donation of $100.00 from Brown
University and The National Institute on Aging to the Barnstable County SHINE Program.
Said donation will be used to offset program costs, as recommended by the Director of
Human Services.
II. Contract Amendments
a) Authorizing the amendment of contract #250-25-8060 Hydrographic Survey Support
between the County Dredge and Steele Associates for the amount of $92,480 and
extend the contract to August 27, 2027 as recommended by the County Administrator.
b) Authorizing the execution of Contract Amendment 5 between the Barnstable
County/Cape Cod Commission and ClearPath Advisors increasing the fee in
Amendment 3 executed on January 21, 2026 by $7,300 to a new total not to exceed fee
of $30,400 for the period through September 30, 2026 as recommended by the Cape
Cod Commission Executive Director.
III. Discharges, Subordinations, and Consents
a) Authorizing the discharge of a mortgage by Chuck Wah Lai & Gina F. Frye to Barnstable
County, dated August 21, 2003, and recorded with the Barnstable County Registry of
Deeds in Book 17507, Page 330 as recommended by the HOME Program Manager.
b) Authorizing the discharge of sewer betterments for the following properties
c) Authorizing the honorarium of $500 for student photographer, Ava LaRocco, for her
work on the Oral History Human Rights project as recommended by the Human Rights
Advisory Commission.
