a) State Legislative Update with Senator Julian Cyr, Cape and Islands and Senator Fernandes,

c) Proposed Ordinance 26-XX, Capital Fund Reappropriation.

8. Commissioners’ Consent Agenda
a. Authorizing a Contract for the Emergency Replacement of failed steam generating
boilers in the Superior Courthouse in the amount of $259,000.00 between the County of
Barnstable and Enterprise Equipment Co., Inc., to commence on or about 1/14/26 with
completion by 3/31/26 as recommended by the Director of Facilities
b. Authorizing the execution of Task Order 1 for $79,495 with Habeeb & Associates
Architects to provide services to the Cape Cod Commission from January 14, 2026 to
approximately five months from the execution of a purchase and sale agreement for the
office building at 1330 Phinney's Lane, Hyannis, MA as recommended by the Cape Cod
Commission Executive Director.
c. Authorizing the execution of Amendment #3 for $23,100 with ClearPath Advisors to
provide project management services to the Cape Cod Commission from January 14,
2026 to approximately five months from the execution of a purchase and sale
agreement for the office building at 1330 Phinney's Lane, Hyannis, MA as recommended
by the Cape Cod Commission Executive Director.
d. Authorizing the execution of a grant agreement between Executive Office of Finance
and Administration and Barnstable County, on behalf of the Cape Cod Commission, for
the Technical Assistance to Regional Planning Agencies (TARPA) grant in the amount of
128,647.18 for the period from contract execution until June 30, 2027.
e. Authorizing the execution of an agreement with the Town of Dennis and Barnstable
County through the Dredge Department to do and perform all dredge related work for
the Sesuit Harbor Approach, Entrance & Embayment Channels with an estimated
volume of 6,500 cubic yards at the rate of $26.50 per cubic yard (Non-Booster Rate).
f. Authorizing the award of RFP 8101 to Aretusa LLC subject to negotiation of a purchase
and sale agreement with the Cape Cod Commission for the 5,692 sf office building on
1.34 acres at 1330 Phinney's Lane, Hyannis, MA offered at $2.2m, as recommended by
the Cape Cod Commission Executive Director.
g. Authorizing a letter to Grant Funder realigning the funds of the previously approved
grant project 22-04/319 Quantifying Nitrogen Load Reductions from Marine Watersheds
in Barnstable County Using Urine Diversion – Testing the Concept and Counting Cost.
h. Authorizing the award of RFP#8105 and contract execution between the Cape Cod
Commission and Association to Preserve Cape Cod for freshwater monitoring for three
years from contract execution in the amount of $2,364,263.80.
i. Authorizing reimbursement of travel expenses incurred by Kristy Senatori, Commission
Executive Director, during the performance of her work duties during the period of July
1 - December 31, 2025.
j. Authorizing the reappointment of Brian Sharp as a voting member to the Barnstable
County AmeriCorps Advisory Board for an additional three-year term ending on October
1, 2026.
k. Authorizing the reappointment of Jessica Whritenour as a voting member to the
Barnstable County AmeriCorps Advisory Board for an additional three-year term ending
on October 1, 2026.
l. Authorizing the reappointment of Rachel Hutchinson as a voting member to the
Barnstable County AmeriCorps Advisory Board for an additional three-year term ending
on October 1, 2028.
m. Authorizing the reappointment of Heather McElroy as a voting member to the
Barnstable County AmeriCorps Advisory Board for an additional three-year term ending
on October 1, 2026.
n. Authorizing the reappointment of Nina Coleman as a voting member to the Barnstable
County AmeriCorps Advisory Board for an additional three-year term ending on October
1, 2027.
o. Authorizing the reappointment of Alex Bates as a voting member to the Barnstable
County AmeriCorps Advisory Board for an additional three-year term ending on October
1, 2027.
p. Authorizing the reappointment of Kelly Barber as a voting member to the Barnstable
County AmeriCorps Advisory Board for an additional three-year term ending on October
1, 2027.
q. Authorizing the appointment of Daniel Schell as a voting member to the Barnstable
County AmeriCorps Advisory Board for a three-year term ending on February 1, 2029.
r. In accordance with Ordinance 19-11, the County Commissioners appoint members of
the Barnstable County AmeriCorps Advisory Board. Andrew Platt is being
recommended for appointment to the Board effective February 1, 2026, with a term
expiration date of February 1, 2029. Andrew is a program alumnus and former program
staff, understanding the values and focus areas of the AmeriCorps Cape Cod program.
s. Authorizing funds to be received from Cape and Islands United Way to Barnstable
County, acting by and through AmeriCorps Cape Cod, to receive a total of $1500, to be
used for AmeriCorps Cape Cod's Martin Luther King Day of Service Event, as
recommended by the Cooperative Extension Director.
t. Authorizing the renewal of contract # 300-25-8078 Social Media & Marketing for
Wastewater Division for the County Health & Environment Department/ MASSTC and
Amy DuFault Consulting in the amount of $50,000 for a total not to exceed of $100,000.
