8. Commissioners’ Consent Agenda
a. Authorizing the execution of the annual Suicide Prevention Proclamation in Recognition of
Suicide Prevention and Action Month on behalf of the Cape and Islands Suicide Prevention
Coalition, as recommended by the County Administrator.
b. Authorizing the execution of an achievement citation awarded to Lisa Oliver, President and
CEO of The Cooperative Bank of Cape Cod for her significant impact on Barnstable County,
as recommended by the County Administrator.
c. Authorizing the verification of the Cape & Vineyard Electric Cooperative, Inc. as administrator
for the County’s photovoltaic projects for Energy Reporting and Disclosure, and Report
Requests, as recommended by the County Administrator.
d. Authorizing a grant letter of support for the Town of Chatham Harbormaster Office, Fiscal
Year 2025 Port Security Grant Program (PSGP) Application, to purchase an all-weather port
security vessel, as recommended by the County Administrator.
e. Authorizing the appointment of Conor Smith, Town of Dennis to the Barnstable County
Dredge Advisory Committee for a term commencing on August 13, 2025, through December
31, 2026, as recommended by the Dredge Director.
f. Authorizing the execution of an agreement with the Town of Mashpee and Barnstable
County through the Dredge Department to do and perform all dredge related work for the 'Longer, Wider & Deeper' Popponesset Bay Approach Channel dredging project with an estimated volume to be dredged of 55,000 cubic yards for a total of $1,533,325.00, as recommended by the Dredge Director.
g. Authorizing the execution of a grant agreement between The Nature Conservancy and
Massachusetts Alternative Septic System Test Center in the amount of $200,000.00 for a
period to run July 1, 205 through May30, 2027 to fund the work of the Septic Utility Program
in areas not covered by current federal grant, as recommended by the Director of Health and
Environment.
h. Authorizing approval of $506,814.00 subrecipient agreement with Housing Assistance
Corporation for youth & young adult homelessness initiatives in Barnstable County in
FY2026, as recommended by the Director of Human Services.
i. Authorizing approval of $76,215.00 subrecipient agreement with Housing for All Corp. for
youth & young adult homelessness initiatives in Barnstable County in FY2026, as
recommended by the Director of Human Services.
j. Authorizing the approval of a $121,106 subrecipient agreement with Homeless Prevention
Council for youth & young adult homelessness initiatives in Barnstable County in FY2026, as
recommended by the Director of Human Services.
k. Authorizing the execution of the Assignment and Assumption of Affordable Housing
Restriction; and the Assignment, Assumption, and Amendment of HOME Investments
Partnership Program Loan Agreement, Mortgage and Security Agreement, and Promissory
Note; and the Assignment, Assumption, and Amendment of Barnstable County Rental
Housing Program Loan Agreement, Mortgage and Security Agreement, and Promissory Note,
for the affordable housing development known as Osprey Lane Apartments located at 17
Osprey Lane (a/k/a 251 Quaker Meetinghouse Road), Sandwich, Massachusetts for the
purpose of effectuating a transfer of ownership from TCB Sandwich Limited Partnership to
POAH Osprey Lane LLC, as recommended by the HOME Program Manager.
l. Authorizing the subordinations of mortgages by HECH Sisson Road, Inc. to Barnstable
County, dated November 22, 2004 and recorded with the Barnstable County Registry of
Deeds in Book 19418, Page 238; and dated November 22, 2004 and recorded with the
Barnstable County Registry of Deeds in Book 19418, Page 249, as recommended by the
HOME Program Manager.
m. Authorizing the discharge of a mortgage by Shaun G. Pimental to Barnstable County, dated
October 22, 2002, and recorded with the Barnstable County Registry of Deeds in Book 15783,
Page 109, as recommended by the HOME Program Manager
n. Authorizing the execution of Certificates for Dissolving Septic Betterments.
