8. Commissioners’ Consent Agenda
a. Authorizing the appointment of David Condon as the member representative and Victoria
Cotone, as alternate, of the Town of Yarmouth to the Barnstable County Coastal Resources
Committee (BCCRC) for a term to run February 1, 2025, through January 31, 2028, as
recommended by the Director of the Cape Cod Cooperative Extension.
b. Authorizing a contract extension with The Coastal Companies to perform additional scope of
work items and to extend the contract to June 30, 2027, at the Live Fire and Multi-Purpose
Training Building including live-fire prop installation and associated appurtenances as
recommended by the Assets and Infrastructure Manager.
c. Authorizing the reimbursement of travel expenses incurred by Kristy Senatori, Cape Cod
Commission Executive Director, during the period of May 1 - June 30, 2025, in performance of
her job responsibilities, as recommended by the Cape Cod Commission.
d. Authorizing the reimbursement of travel expenses incurred by Michael Dutton, County
Administrator, during the period of September 19, 2024 - June 30, 2025, in performance of
his job responsibilities, as recommended by Administration.
e. Authorizing a Grounds Use Request from Independence House, Inc., for use of the
Harborview Conference Room July 31, 2025 from 12pm to 3:30pm, to hold an agency
training, as recommended by the Administration.

Authorizing a Grounds Use Request from the Massachusetts Trial Court, for use of the
Harborview Conference Room October 16, 2025 from 8am to 1pm, to hold an employee
training, as recommended by the Administration.
g. Authorizing a Grounds Use Request from the Barnstable Village Association to hold a
“Hooked on Art” display on front lawn of the Superior Courthouse, to display four (4) Tuna
shaped paintings along the front lawn from July 7th to July 26th, as recommended by the
Administration.
h. Authorizing a Grounds Use Request from the Barnstable Village Association, to hold the
Annual Jailhouse Jams Concert Series on Wednesday evenings from July 2, 2025 through
August 20, 2025 with rain dates of Thursday evenings, each week from 6pm to 9pm on the
Barnstable County Complex Stage, as recommended by the Administration.
i. Authorizing a Ground Use Request from the Barnstable County Department of Human
Services for use of the Barnstable County Grounds for placement of 72 purple flags,
representing each of the 72 individuals from Barnstable County who died of an overdose in
2023, and signs offering words of support for International Overdose Awareness Month, for
the month of August 2025, as recommended by the Administration.
j. Authorizing the execution of a 60-month contract with Nauset Disposal in the amount of
$1665.00 annually, through September 3, 2029, for trash removal, whereas the contract
terms are more than 3 years, as recommended by the Administration.
k. Authorizing the execution of a Grant Agreement between The Massachusetts Executive Office
of Economic Development and Barnstable County, acting through the Dredge Department,
in the amount of $269,000.00 for Barnstable County dredge services for the period of July 1,
2025 through June 30, 2026, as recommended by the Director of the Dredge Department.
l. Authorize the agreement between the Executive Office for Administration and Finance,
Barnstable County Retirement System and its Actuary, the Public Employee Retirement
Commission (PERAC) Actuary, The Barnstable County Treasurer and the Barnstable County
Board of Regional Commissioners and pursuant to M.G.L. c. 64D, s 11a, for the
reimbursement of retirement expenditures for the former Sheriff's Department, totaling
$3,430,001 for fiscal year 2026, as recommended by the Finance Director.
m. Authorizing the execution of a contract agreement between the Clifton Larson Allen, LLP
(CLA) and Barnstable County, acting through the Finance Department, for Grant Fiscal
Management Services, in the amount of $90,000.00, for the contract period beginning July 1,
2025 through June 30, 2026, as recommended by the Director of Finance.
n. Authorizing the execution of a contract amendment between Massachusetts Executive Office
of Aging and Independence and Barnstable County, acting through the Human Services
Department, to support the SHINE Program, in the amount of $48,558.64, for the contract
period beginning July 1, 2025, through March 31, 2026, as recommended by the Director of
Human Services.
o. Authorizing the execution of a contract agreement between the U.S. Department of Housing
and Urban Development and Barnstable County, acting through the Human Services
Department, to support the Continuum of Care Planning program, in the amount of
$85,000.00, for the contract period beginning January 1, 2026 through December 31, 2026, as
recommended by the Director of Human Services.
p. Authorizing the execution of a contract amendment between the Massachusetts Executive
Office of Health and Human Services and Barnstable County, acting through the Human
Services Department, to support the Youth & Young Adult Homelessness (YYA) program, in
the amount of $822,000.00, for the contract period beginning July 1, 2025, through June 30,
2026, as recommended by the Director of Human Services.
q. Authorizing the appointment of Brian Tobin as member representative to the Town of
Mashpee to the Barnstable County HOME Consortium Advisory Council for a period from
date of appointment through June 30, 2028, as recommended by the HOME Program
Manager.
r. Authorizing the re-appointment of Jill Scalise as member representative of the Town of
Brewster to the Barnstable County HOME Consortium Advisory Council for a three-year term;
July 1, 2025 through June 30, 2028 and the reappointment of Donna Kalinick as alternate
member representative to the Town of Brewster to the Barnstable County HOME Consortium
Advisory Council for a one-year term; July 1, 2025 through June 30, 2026, as recommended
by the HOME Program Manager.
s. Authorizing the discharge of a mortgage by Irma Collazo to Barnstable County, dated July
26, 2002, and recorded with the Barnstable Land Court Registry as Document No. 879,742, as
recommended by the HOME Program Manager.
t. Authorizing the discharge of a mortgage by Sonja Fellman and Glenson Graham to
Barnstable County, dated June 12, 2009, and recorded with the Barnstable County Registry
of Deeds in Book 23795, Page 117, as recommended by the HOME Program Manager
u. Authorizing the acceptance of a $75.00 donation check from Mildred Gedrites of
Massachusetts 4-H All Stars to be used for covering a 4-H member's participation where cost
or entry fees may be a burden, as recommended by the Director of the Cooperative
Extension.
v. Authorizing this Memorandum of Understanding (MOU) and Use Agreement between
Barnstable County and its Child Advocacy Center (CAC), also known as Children's Cove and A
Safe Place, Inc. , to govern the mutual obligations of the parties with respect to CAC's
operations at A Safe Place, Inc.'s Office, as recommended by the Director of Children’s Cove
w. Authorizing the Intergovernmental Agreement (Agreement) is entered into between
Barnstable County and Nantucket County to facilitate the provision of services by Barnstable
County's Child Advocacy Center (CAC), also known as the Children's Cove to Nantucket
County, as recommended by the Director of Children’s Cove
x. Authorizing the execution of grant agreement between Massachusetts Children's Alliance
(MACA) and Barnstable County, acting through Children’s Cove – The Cape & Islands Child
Advocacy Center, in the amount of $79,217, for the period of July 1, 2025, to June 30, 2026, as
recommended by the Director of Children’s Cove.
y. Authorizing the execution of Certificates for Dissolving Septic Betterments.
