9. Commissioners’ Actions (Consent Agenda)
a. Authorizing 50 hours of FY25 Vacation Carry Over for Jason Bevis, Dredge Superintendent
due to extenuating circumstances, in accordance with Barnstable County Policies and
Procedures Manual, Chapter 8.3 (g), as recommended by the County Administrator.
b. Authorizing the appointment of Catherine Ricks, Town of Chatham to the Barnstable County
Dredge Advisory Committee for a term commencing on July 1, 2025 through December 31,
2025, as recommended by the Dredge Director.
c. Authorizing the appointment of Greg Berman, Town of Chatham to the Barnstable County
Dredge Advisory Committee as an Alternate for a term commencing on July 1, 2025 through
December 31, 2025, as recommended by the Dredge Director.
d. Authorizing the appointment of Michael Cavanaugh, Town of Wellfleet to the Barnstable
County Dredge Advisory Committee for a term commencing on January 1, 2025 through
December 31, 2027, as recommended by the Dredge Director.
e. Authorizing the appointment of David Dalby, Town of Wellfleet to the Barnstable County
Dredge Advisory Committee as an Alternate for a term commencing on January 1, 2025
through December 31, 2027, as recommended by the Dredge Director.
f. Authorizing the re-appointment of Kimberly Fish as member representative of the Town of
Falmouth to the Barnstable County HOME Consortium Advisory Council for a three-year
term; July 1, 2025 through June 30, 2028, as recommended by the HOME Program Manager.
g. Authorizing the re-appointment of Nanette Perkins as member representative to the Town of
Sandwich to the Barnstable County HOME Consortium Advisory Council for a three-year
term; July 1, 2025 through June 30, 2028, as recommended by the HOME Program Manager.
h. Authorizing the discharge of a mortgage by HOMESTEADS-HAC LLC to Barnstable County,
dated March 6, 2007, and recorded with the Barnstable County Registry of Deeds in Book
21831, Page 61, as recommended by the HOME Program Manager.
i. Authorizing a revised Fiscal Year 2026 assessment of all towns within the County, under the
provisions of the County Home Rule Charter the amount of $8,081,840, representing the 2024
Equalized Assessed Valuation as certified by the Department of Revenue as well as the
allowable increase of 2.5% over the fiscal year 2025 assessment, as recommended by the
Finance Director.
j. Authorizing the no cost extension of contract # 310-23-8006 with Barrett Planning Group for
the Shared Regional Housing Consultant for an additional period of performance of 2
months, from June 30, 2025 to August 30, 2025, as recommended by the Chief Procurement
Officer.
k. Authorizing contract amendment 1 to contract 250-25-8068 with Anchor QEA, Inc, initially
authorized September 26, 2024 in the amount of $105,759, increasing the amount by $7500
and to modify the scope of services for the addition of a mid-term review of the dredge
program rates, for a total contract cost of $113,259.00 with no change to the period of
performance, as recommended by the Assistant County Administrator.
l. Authorizing the execution of Contract Amendment #1 between Regenesis Bioremediation
Products and Barnstable County, for modifications to the permeable reactive barrier based
on final monitoring well data at the Former Municipal Fire Training Site, in the amount of
$101,215 as recommended by the Assets and Infrastructure Manager.
m. Authorizing this Memorandum of Understanding (MOU) and User Agreement between
Barnstable County and its Child Advocacy Center (CAC), also known as Children's Cove and
Martha's Vineyard Community Services (MVCS) to govern the mutual obligations of the
parties with respect to CAC's operations at MVCC's Office, as recommended by the Children’s
Cove Director
n. Authorizing this Intergovernmental Agreement (Agreement) is entered into between
Barnstable County and the County of Dukes County (Dukes County) to facilitate the provision
of services by the Barnstable County’s Child Advocacy Center (CAC), also known as the
Children’s COVE, to Dukes County, as recommended by the Children’s Cove Director.
o. Authorizing the execution of Certificates for Dissolving Septic Betterments.
