Formed in 2011 by the Board of Selectmen, the committee was tasked with drafting a Comprehensive Wastewater Management Plan under Article 17. Article 17 passed unanimously at the 2011 Falmouth Town Meeting and was approved by a 2:1 margin in a town-wide vote. The funding supports planning and demonstration projects to remove nitrogen from estuaries in cost-effective and environmentally sound ways.
